Delphi Board of Zoning Appeals (BZA)

The Delphi Board of Zoning Appeals (BZA) meetings are held on the 3rd Monday of the month at 6:30 p.m. in the Delphi City Building, 2d floor.

The Delphi Board of Zoning Appeals (BZA) has the authority to review, approve, and grant the petitions and permits listed in the Zoning Ordinance, Subdivision Control Ordinance, and/or the Unified Development Ordinance (UDO). Where permitted, the BZA may, at its discretion, delegate such authority to the Administrator.

The BZA shall have jurisdiction over all land within the established boundary of the BZA as defined by description or map in the County Recorder’s Office. 

The Mayor shall serve as the Administrator and shall have the principal responsibility for the administration and enforcement of the Zoning Ordinance, Subdivision Control Ordinance, and/or the Unified Development Ordinance (UDO). The Mayor may delegate duties of the Administrator at their discretion. The duties of the Administrator shall
include, but not be limited to:
  • Inspections. Conducting inspections of structures and properties to determine compliance with the requirements of the UDO and all approvals granted by the BZA; 
  • BZA Applications. Receiving, processing docketing, and referring all appropriate applications to the BZA; 
  • Clerical & Technical Assistance. Providing all such clerical and technical assistance as may be required by the BZA.
Administrator’s Right of Referral. The Administrator may, at their discretion, refer permits and petitions to the BZA for review and approval.

Delphi Plan Commission

The Delphi Plan Commission meetings are held on the 3rd Monday of the month at 6:00 p.m. in the Delphi City Building, 2d floor.

The Delphi Advisory Plan Commission Authority has the authority to review, approve, and grant the petitions and permits listed in the Zoning Ordinance, Subdivision Control Ordinance, and/or the Unified Development Ordinance (UDO). Where permitted, the PC may, at its discretion, delegate such authority to the Administrator. 

The PC shall have jurisdiction over all land within the established boundary of the PC as defined by description or map in the County Recorder’s Office.

  • Permits. Receiving, approving, or disapproving all improvement location permits (ILPs) and building permits (BPs) and keeping permanent records of applications made and actions taken;
  • Inspections. Conducting inspections of structures and properties to determine compliance with the requirements of the Zoning Ordinance, Subdivision Control Ordinance, and/or the Unified Development Ordinance (UDO) as well as all approvals granted by the PC, its Committees, City Council, or other body in the execution of its duties as established by the Zoning Ordinance, Subdivision Control Ordinance, and/or the Unified Development Ordinance (UDO)and Indiana State Code;
  • Record Keeping. Maintaining permanent and current records documenting the application of the Zoning Ordinance, Subdivision Control Ordinance, and/or the Unified Development Ordinance (UDO) including, but not limited to, all maps, plats, amendments, and petitions;
  • PC Applications. Receiving, processing docketing, and referring all appropriate applications to the PC;
  • Clerical & Technical Assistance. Providing all such clerical and technical assistance as may be required by the PC, any of its other Committees, Technical Advisory Committee (TAC), City Council, or other body in the execution of its duties as established by the Zoning Ordinance, Subdivision Control Ordinance, and/or the Unified Development Ordinance (UDO) and Indiana State Code;
  • Committee Applications. Receiving, processing, docketing, and referring all appropriate applications to the TAC and any of the PC’s other Committees.
Administrator’s Right of Referral. The Administrator may, at their discretion, refer permits
and petitions to the PC for review and approval.

Delphi Plan Commission & BZA

The Delphi Plan Commission held its inaugural meeting on June 19, 2023. The seven-member board will administer Delphi's Zoning Ordinance.

The Delphi Board of Public Works & Safety

Each city must have a Board of Public Works and Safety. In a third class city, the Board of Public Works and Safety consists of three members, one of whom is the Mayor. The remaining two members are appointed by the Mayor. Board members must be residents of the city but may hold other municipal appointed or elected offices (IC 36-4-9-8). The Clerk-Treasurer is the clerk of the board.

In the City of Delphi, Mayor Kamron Yates, Spencer Kingery, and Breanna Maxwell serve on the Board of Public Works and Safety, with Clerk-Treasurer Julie Price serving as clerk.

The Board has broad statutory grants of power to enable it to carry out its functions. The public safety function includes law enforcement and fire protection; the specific powers are generally contained in IC 36-8. The public works function includes control over streets, sanitation, transportation, and sewers.

The Mayor appoints the Police Chief and City Engineer, who generally have day-to-day responsibilities for the administration of  law enforcement and public works, respectively. In most cities these appointees work closely with the Board of Public Works and Safety.

2025 — Meetings — 5:30 PM 

Meetings will be held on the first and third Mondays of the month unless that Monday is a Holiday; in such cases the meeting will be held on Tuesday. The time will be 5:30 PM and the location will be the second floor of the City Building, 201 S. Union Street.
